your axolotl doesn't glow under black light because it is a normal axolotl not a gfp type.

You can't exactly "fix" an living organisms genetic make up so that you can have it look "prettier"
Also - Blacklight exposure is cruel = you are lighting up their eye from the inside out, very upsetting to a creature that prefers little to no light and has no eyelids.
