Eastern newt with blue coloration

My male adult Eastern Newt has 2 large blue spot coloration behind its fore arms. It doesnt look like anything bad. What could it be? A sign that it is sexually mature....

A picture would help a lot. My male gets blue-ish rings around his black spots during the breeding season, so it could be that.
