Fungus or bacterial?

my axolotl has recently got this weird thing on his mouth, I've already posted another thread but I'm posting again so maybe other people could see it. he wasn't eating since he got this infection so I gave him flake food and he could eat some but I'm not sure if it's harmful or not. so I was hoping that someone could tell me what it is and what's the treatment, I got some remedies for fungus and bacterial diseases but I don't know what it is. maybe it could be removed manually but I don't want to hurt him.

I can't take him to a vet because there are no salamander vets in my country

Hm, I have no idea what that is on your little guys mouth. Do you have any other pics, like, full body, show us the tank he lives in, the gills, etc. Please, it may show us something we can draw a better conclusion from.
