Gill /Gill Filament And Toe Growth ?

I started feeding my axie (6 months? 5 inches) night-crawlers and pellets almost two weeks ago and I've noticed some gill filament growth (a very little) over the two months I've had him. I don't expect his gills to grow over night but is there anything i can do to help promote growth. Also, when I got my axie he was missing one of his toes on the back left leg and it hasn't grown back or shown signs of growing back. Has there been any cases where some things just don't regenerate?
