I haven't used one but it certainly looks like a very high-tech piece of kit. Perhaps if you look around the website which that picture is from it may tell you, or someone from THIS site may have some information.

I think it's just a container that's rigged up to bubble from the bottom. Does it also have some way to drain the shrimp from the bottom? I have homemade hatcheries that bubble from the bottom:
