Is 15 gal ok for 2 axies?

I currently have 2 axolotls in a 15 gallon tank i am wondering if that is enough for two
 
For juveniles, maybe, but they need floor space

I wouldn't. A 20gallon isn't even big enough for 2. I have one in a 20g and he's huge! I couldn't imagine having two in there!
