Is my filter dead or has it just not activated yet?

So im planning on buying an axolotl and want the setup to be perfect before i introduce him to avoid new tank related death and stress. I have a test kit and i have goldfish in my tank right now to add amonia to start the bio filter. Im testing my aquarium and my amonia level is roughly 1.0 ppm which is too high but my nitrite level is only .25 and well thats good for an established tank its low for a new tank implying that the bio filter hasnt converted amonia to nitrite which is further confirmed by my nitrate level being 0ppm. Is it just gonna take more time for the filter to activate or is it dead. Id rather solutions that arent costly because ive already spent more on this than expected
