Question: Is this normal in breeding??

My ax is laying eggs, usually they have a plump water sack around them, but these are tiny. Does it mean they're not fertilized? Also, the last time she laid, none of the babies formed (assumed unfertilized) is this normal?
 
Could you maybe add some photo's of these eggs so we can see? When the eggs are first laid, the jelly like coating appears quite thin, this puffs up a bit as it absorbs some of the water.
