I'm no expert but a few thoughts-any issues with water perameters?
- have read a thread on here about worms/ parasites.....has it had feeder fish?
-any chance of internal stones or gravel?
-genetic heart problem?
-female about to spawn?
Can't see any obvious issues from photos :-(

I'm not an expert either, and it doesn't seem to come up very often on these threads, so I don't have any good guesses.

All of the questions CharleyBambino asked, plus,

Is it eating? What, and how often?

Is it struggling to get down? Is it active or lethargic?

Define "looking poorly" - any particular visual symptoms, or just based on behavior?

Hi, your little guy is growing up. It is possible he has no good balance. He is not quite a year old, I would guess about 9-10 months old. I had an axolotl that did that when she was young and she would gulp a lot of air then float on the side.

Is he eating okay though?

I would confirm your water conditions and if all else is good. Either he needs to grow up a bit more to control how he swims so keep the water low for him so his tummy touches the bottom.

I don't know how to link to other posts but there is a post in the general discussion axolotl area by tall tree about BC floaters being a new genotype and I believe its linked to an actual study that was done, I won't go into details because I'm sure you can find it and read it for yourself (or perhaps someone else can link to it??) but he actually put a filter in that disturbed the water and it helped one of his floaters for now ( I think he said it's only been like 3 days).
