Lazy Newts

i have 2 fire belly newts in a 20 gallon tank they are almost entirely aquatic they seem to be very lazy is this a good thing? and i was wondering how many newts can be kept in a certain area i mean is it like 2 for 10 gallons ? or 1 or well what is a large enough enviroment for them?

newts as a whole are usually pretty lazy...
