Little axolotl, big floating issue

I have a baby dwarf axolotl that grows probably at 1/10 of the rate as a regular one. Lately he's been doing nothing but floating and I'm concerned because he's becoming listless now. The water is cool and clean and he has food available. He's clearly not able to stay down. Does anyone have a recommendation to help him? I'm aware it could just be his time, but I'm hoping it's not.
 
Some babies get air bubbles - is he floating on his side? If he is it might pass on it's own, the air bubble will work itself out.

Is bloated? I had some that appeared to be bloated and floaty, I have one survivor that may or may not make it, and I suspect he may be a dwarf.

If he appears distressed isolate him in shallow water until it passes.
 
Half and half. He seems more listless, I'm thinking his body could just be shutting down seeing as he hasn't grown at all in the time I've had him. I'm going to be really sad if he dies. He's in a two gallon though I might lower the water.
