Question: my axolotl doesnt know how to eat?

sorry new to the forum, but my axolotl pebbles will only eat by hand or tongs if i try and leave it on the tank floor or just drifting he wont touch it, is this normal? ive owned him for 4 years always been like this not super bothered if this isnt unhealthy but if i should chnage something let me know.
