Need help covering styrofoam

I'm trying to make some floating islands out of styrofoam. Anyone know of a material I can use to coat it to make it look good and keep it from chipping apart?

I put black silicone and add shreded coconut on it. It completely hides the foam and gives an awesome substrate for moss to grow.
