Question: New axolotl not moving much

I just recently got a 2-3 inch albino yesterday in the mail. He hasn't been moving around really at all... every couple hours he'll change position but I keep thinking he's dead. I don't want to keep bothering him to make sure he's alive. Is this normal for Axolotls this small?
 
Are his gills moving or no? if the gills weren't moving for a while that not moving would be a problem. But otherwise I believe no? I don't own an axolotl so
 
Is he eating? He should be famished from shipping especially since many breeders fast them for 2-3 days before shipment plus the day or two shipping time so he may not have eaten for 5+ days he should take live black worms like no tomorrow. Try and feed him well and he should pick up his pace. How long did you cycle your tank? And a water readout would be helpful
