I would not say that it is without problems as it will depend in the pH of the batch of sphagnum. Acidic substates have been shown to be a problem for at least some salamanders causing a loss of ions, resulting in stress and in some cases death.
Orchid bark tends to be made from cedar and is typically too large to make a good substrate. I tend to use fine milled cypress mulch.
