Possibility of axolotl not regenerating

I have had an axolotl for 4 months now and I do not believe its hind legs have made any progress in regrowing.

What is the possibility that its legs will not grow back if they were bit off too close to its body?

also can it have a happy life

There has been mention of some Axolotls not regenerating lost limbs. It is suggested not to breed them, as it is (of course) not something you would want to breed for.

However, I'm sure it can live a happy healthy life as with any Axolotl. Think of the millions of people who live long happy lives that are missing limbs.
