Possibly to cold in the tank for my salamanders

Hi, I have gotten 2 new tiger salamanders recently,
I am using dirt as a substrate and I live up in the eastern cost so it can be quite cold
I have started to notice a problem where bedding from the dirt is actually really cold to the touch, and I've tried to feed one yet they wouldn't eat. Is it the temperature of the tank?

I am doing a test on it right now
Its temperature in the tank bedding is at 71-69 F (22 ish C)
And humidity level is 93

I have a current heat pad but I feel like it's not working because it's a flatbed surface that you put under the tank. I'm sure it needs to be much warmer in the tank, but how else can I increase the temperature since New England is quite cold (currently 67 F outside)
 
Ditch the heat pad immediately. Temperature in the 60s (f) is a perfect range for just about any salamander. Until you're talking about temperatures close to freezing, lower is good higher is bad. You never want to go up past the mid 70s and anything in the 60s is ideal.
 
If you mean 93% humidity that is to high. Temp down to freezing is fine.
