Illness/Sickness: Potential mild gill fungus?

My leucistic axolotl, Hiccup, is doing very well. However, he does have a some little white patches on the very tips of a few of his gills - this is concerning to me, since fungus generally doesn't show major symptoms until its late - and fatal - stages. They're totally flat patches; so they aren't cottony or wispy like fungus generally is. His appetite and activity levels are normal. His tank mate, Toothless, is not showing any problematic signs. The water paramaters are fine - no ammonia or nitrite and about 20 ppm nitrate. The temperature is at ~70° F; a little bit on the warm side but still tolerable. He's had these little white patches for about a week and a half; I've been keeping an eye on them but I haven't noticed them getting better or worse, they're just staying the exact same. The filaments do not seem to be damaged or covered, it's just the stalks. So, can anyone help me out here? I would like to start giving him salt baths just in case, but at the same time I'm unsure if this would be unwise since salt baths are so stressful, and I'm not even sure if it really is fungus or not.

This is the worst-looking one, on the middle gill. They all look like that, just more mild.

And here's another one. I think I'm going to start giving salt baths, because this one looks quite bad. :(
