PVC safe to use?

I am looking to create a neon theme in my axolotl tank, but I don't want to use any gravel or sand.
Would this PVC sheeting be safe?:

The tank would then be filled with fake plants and caves, etc. So they would have plenty of different textures to explore.

although the pvc should be safe, unsure about the coating (does state plastic removable film to protect from scratches), if the tint can be rubbed of don't use.

Looks pretty cool. I would use it as a background on the outside to be safe.

I went for Lego carpets on the floor instead. The kids have had fun making 'decorations' for the tank lol.
