Question: red dot

Moomin has a red dot on him :S Just one. It looks like a surfaced vein. Really odd. Not bleeding or sticking out or anything. Just wondered if anyone knew what it might be :S

my axolotl had one of those once, but it was only for a few days and then it was gone. I don't know what it is.
