Red eye

My gold 5 month old axolotl has shrinking gills and 1 red eye. It seems to be gulping air. My tank is arrested with a filter. There are 2 more healthy axs in the same tank which is 260 litres. Any ideas please?

What are your water parameters looking like? And how often is it gulping air?
