Setup for Northwest salamander needed.

I am setting up a mixed tank with 1 stunted Northwest salamander & 5 Pacific Tree frogs. These animals are a study group(I don't own them) and must stay in tank together .. (See Details below)..

I want to put them in a 20 tall but want to do it right.. At moment they are in 10 gal with 3 potted plants, and large cork bark panel and of course a long water bowl.. I want to make their existence a good one, and right now it is just bearable..which is not good enough.

<font color="ff0000">NOTE: The northwest salamander and pacific tree frogs were found in VERY polluted Chemical Plant creek runoff. They survived, but all have health problems which prevent them from being released, or housed with any other animal EVER.. The northwest should be 5 inches long and is only 2 1/2".

The frogs, ONE is missing a foot, and one of them is not able to hop..she walks around tank and can climb to where she wants to get, but that's it. Doesn't even attempt to hop out where cage is opened. She is believed to have gotten brain damage from the pollution. BUT they are alive. But they are also being kept for observation studies to see what health effects they may or may not develop in future.</font>

SO, AFTER ALL THIS, ANY IDEAS FOR TANK???? How can I make is simple for the handicapped frogs and still good for the salamander??

I personally wouldn't keep sick (or potentially sick) animals in the same enclosure. I would separate them out, in 6 suitably sized critter keepers. That way you can tailor each tank to the individual needs of the animal and prevent spread of infection/disease etc (they will also be easier to study

You might not and I would never, but the wild life agents they belong to does.. I will get ownership of said animals in about 2 years.
