Shininess at the base of tail?

Any idea what this shininess at the base of the tail of my T. marmoratus is? Should I go to the vet to check it out? It doesn't seem to exhibit any behavior changes, at least none that I've noticed.

It looks a little bit like a shed skin that has gotten stuck. Is it terrestrial or aquatic?
 
That's what it looks like, I can even see the old skin wrapped tightly around it
 
It's terrestrial. Is there anything I should do? Or should I just leave it?
