Shipping newts with cold packs

Just wondering if when shipping newts in the summer with cold packs, do you place the cold packs in the Styrofoam box with the container that has the newts, or do you put the newts in the Styrofoam box and place the cold packs around it?

Inside the styrofoam box, but make sure the cold pack doesn't actually touch the container the newts are in. Separate them with newspaper or something.
