What is the procedure for housing these guys? What's the % water:land for them?

They only need a very small amount of water. A small dish is enough. I don't know about the breeding season, though..

I use a 50:50 setup. Mine use the water frequently.

I have always found the adults to be quite aquatic, although they do spend much of their time on land as well. When I first got my group around four years ago, I kept them in terrestrial quarantine enclosures for months. After I moved them to a larger, roughly 50/50 shoreline vivarium I noticed an almost immediate difference in their behavior. At that point they were much more active, really "coming alive".
