For a long time Betta Fish have been put in below mimimum sized cages for the rest of their lives! 
Then of course... Pet stores profit from it!

Why are Betta's mistreated? My theory is that people THINK betta fish make good beginner pets because they have been mislead by common betta fish mistreatment and see them and think "OH THIS PERSON HAS THEM IN A 1 MILLILETER TANK! THAT SOUNDS LIKE A GOOD IDEA! OH AND THE PEOPLE AT THE PET STORE SAY THAT 1/4 GALLON IS FINE!" (1 day later) "OH HI DEAD FISHY!"
