Question: Too much flow for axolotls?

I bought a HOB filter for my 20 gallon long tank and its lowest setting is 33gallons/hour. Is this too much water flow for axolotls? The plants in the aquarium don't seem to be moving at all. Please help, I don't want my axolotls stressed!
 
That filter won't be adequate, I believe it needs to turn over 4 times the amount in the tank (i.e. if you have a 20 gallon tank the filter should be able to do at least 80 gallons per hour) there are many ways to baffle the filter so the flow doesn't bother them (put a sponge over the outflow etc.) but the filter needs to be able to move more water than what you've got going.
