White marks?

I decided to change the substrate in the tank of my 9 week old Axie and I moved him to a smaller container while I inserted the new substrate. When I finished I went to put my axie back in his tank and noticed some white marks on his head. A couple of hours have gone by and it seems to appear like white flakes or peeling skin. I'm nit exactly sure. Here are some pics. Any ideas?

What is the temperature of your tank? It looks a bit like patches I've seen on Axolotls whose water temp is a bit too high. Does it look cotton wool like? The other thing it could be it fungus.

Are you able to test your water parameters?

I woke up today to find my axie completely free of any marks. ill keep a close eye on him but. Looking back, my Water temp was like 18 degrees but now that I think about it, I may have left the container in the path of some sunlight coming through the window. Could that have been it? It didn't look like wool or cotton, it looked more like dead or peeling skin, only white.
 
Could it have scraped its head on anything?
 
That's possible as well, he was swimming real fast and bumping into stuff in the tank, tryin to l get away when I was trying to get him out the tank.
