Short answer is no.
Longer answer, while they technically can live in that environment and not immediately die, its a tank designed around an assumption (that they use more land then water) and its fundamentally wrong. They are fully aquatic assuming the water is clean, cycled, changed regularly, and the right temperature. If you fail spectacularly at your maintenance, or make them too hot, or make them too cold, then they might leave the water in an attempt to save their lives. But assuming you are keeping them correctly, they need nothing more then an occasional haul out spot like a stick or rock that juts through the water's surface.
And keeping them correctly is not difficult. A regular aquarium with a lid that goes all the way around the edges (can be open in the middle, or mesh because they can climb the glass but not go upside down) with temperatures in the 60s F will make them quite happy. If you have a fan blow on the water's surface that will reduce the temperature by up to 6 degrees below room ambient. So if you keep your house in the low 70s, and put a fan on the tank, you will easily be able to keep them happy.
You can certainly keep plants with them (I do with mine) but they should be aquarium plants.
