Grey/white spots, rough looking skin on newt. Please help!

One of my 5 c.orientalis newt efts has discoloration on its skin, but mostly on top of its head. Can anybody help identify whats going on with him and what i can do to help him? His head has a few grey spots and one white spot which is closest to his right arm. This happened a day after a water change. Pictures are below

He has been sitting out of water ever since this happened, which is not his normal behavior. He also seems very sluggish.

The sluggishness began two days ago on thursday, but i didnt notice the spots on his head until yesterday, friday. Overnight he hasnt moved but he is alive.

All other newts seem completely normal. They were all raised aquaticly by the breeder, so the other newts are still spending most of their time in the water and have normal skin/behavior.

If water parameters or more pictures are needed to identify, i will get them as soon as possible.

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
