White spots on axolotl

Hi, can someone please advise? Not sure if these white spots are fungus or pigmentation? They don't look like cottony growths

Oh my, I do not know what those are. They look like skin things but not fungus. How old is this axolotl and how long have you had them? Is the tank properly cycled? Such short gills, have they always had short gill stalks?
 
The white spots look like pigmentation. Wild types tend to develop brighter and darker spots with age.

The rest of the axolotl looks much more concerning, especially the gills but also the bloat.

Questions above are good questions.
Water parameters (at least ammonia, nitrites, nitrates, temperature) would help, as well as what you usually feed and how much.
