So I was rearranging the sand in my aquarium and noticed these tiny white worms. Are they parasitic? Will they hurt my axolotl? Please help!

It's right in front of the filter.

They are probably nematodes, planaria ir detritus worms - all harmless, but a sign you might need to step up on your cleaning routines.

Really? I only put him into the tank a week ago. Will do another water change and will try to get rid of them. The sand was in another tank that had fish in it. Could that also have been the cause? Or if they're parasites from the fish?

Auntiejude is probably right they are likely either detritus worms or nematodes.
While some nematodes can be parasitic, those usually stay in the host animal and don't just hang out in the tank. These were probably just living in the off excess food and/or fish poop in your other tanks sand bed.
