I've had axel for about 3 months and maybe like 10 times I've seen in his hide he's always out and never hides is that normal

It's not necessarily a problem.
There could be two reasons :

The hides are not well adapted (hide which would force it to stay curved),

or

The axolotl doesn't need to hide because it feels secure in your setup (not too much light, a lot of plants, tank set up in a quiet place...)

Most of mine don't use hides either; they are always out at the front of the tank or sitting on their plants. If they feel safe and secure in their tank, they wont necessarily feel they need to use hides.

Thanks guys I also have one more question I feel like the pet stores never help they just want you to buy something or get out but is a sling filter enough filtration I have one 7 month axolotl has some bad experiences with filters the past couple of months and I just got a 60 gallon sponge filter for my 20 gallon tank is that enough or do I need more

Yep, they sold me pellets that apparently axolotls would eat, but my axolotl never ate a single one.
