I depends on the other details of the setup. For example, if you have an in-tank filter and a solid glass lid, then I would say you do need an aerator. But you probably don't.
The main purpose of an air pump is to move your water, either for supporting gas exchange at the surface or to support water circulation / filtration especially in large tanks with a filter with a low current.
A second purpose might be decoration.
