Illness/Sickness: ANOTHER white gill!?!?

So my little rescue male has another affected gill. This one has also turned white and fluffy at the tip, and I am treating him with salt baths and Indian almond leaves. The last one fell off on it's own after a few days, and I feel like this one probably will too, but is there anything else I could or should be doing for him? He seems to be having a harder time getting healthy than the other two I rescued with him. Maybe because he is the smallest and probably the least healthy to begin with, but I am open to any advice about how to help him get better! Thank you! :(
 
I have two leaves in 20 gallons of water. Is that enough? I didn't want to use too much. The second white gill piece has fallen off now, hopefully he will not get any more. Seems to be contagious, but the other guy in quarantine with him doesn't have it. I would split them up, but I am literally out of tanks and they came from the same water source anyway. Does it sound fungal to you?
