Are his gills curled toward too much?

I just got this guy on yesterday. When I first purchased him his gills were not curled forward at all, and now I have noticed they are beginning to creep that way. Is this normal or a cause for concern? I cycled his 20 gallons for three weeks with the ammonia and nitrites both reaching zero after 24 hours. The water temp is 64-66 f.

If they weren't curled forward initially, then yes, that would be a potential cause for concern. More often than not, curled gills are a sign of too-strong water flow. What kind of filter/other water moving system do you have? You should also check your nitrate levels along with ammonia and nitrite. All three should be zero. I would recommend using a liquid-based test kit if you don't already. They are far more accurate than the strips or other forms of testing.
