My axolotl has not eaten for about 2 weeks. I’m not sure if she is carrying eggs, but she looks very bloated. Her activity level has not changed, but I am concerned that it may be something else. When should I really start taking action? I have been offering food every other day.

I would tub her in black tea baths. Is there anything she could've eaten and is now impacted? Is there any substrate in the tank?

I don’t think so.. but I could be wrong. Her substrate is lava rock pebble mixed with sand, but it is underneath some large pebbles I have placed for better grip.

That could be the problem if it's smaller than their heads. They will eat anything smaller than their heads so it's possible she ate the substrate in there. Soft fine sand is the safest substrate to put at the bottom of the tanks as it won't hurt their feet and it's safer when they accidentally eat the sand because they will eat the sand, but it is much safer since it's fine sand.
