Well you dont need a heater, but you will need a filtration system. My axolotls will also somtimes float on the top(yousualy when they are hungry!) but if it spends all its time on the top there could be a problem.

Ok, first things first. Read this site: http://www.axolotl.org/
Now some questions. Have you cycled the tank? if not read this site: http://www.caudata.org/cc/articles/cyclingEDK.shtml . What size is your tank? axies do need a bit of floor space as they spend most of their time there. U will definately need a pump if you dont want to be changing the water every few days. What is on the bottom of the tank? gravel and small rocks can be eaten and clog the poor axie up. The temp needs to be somewhere below 21C. What are you feeding it? Earthworms are pretty good. And lastly, does it look bloated and is it up there all the time or does it sit on the bottom occasionally? Sorry bout all the questions but the more we know, the better we can help.
