Illness/Sickness: Bleeding tail ?? & other stuff

Noticed today there seemed to be a scratch along my axies side when he was in the tank. Took him out just there & in the bowl i cant see anything on his side now.

But the tip of his tail has little dots of red on it, bright red that looks like blood? Help what can this be??

I had a plant in a while ago that had white fungus like stuff on it & snails but that plant + the snails have been removed. I'm afraid theres some sort of fungus in there what do i do to check & get rid of it? I don't see any fungus like symptoms on him, but earlier it looked like there was little bits hanging off him that seems to be gone now?
