Can't Swim!

My axie has just had a fungus which I treated with salt baths and fridging. He went back in his tank yesterday afternoon and I noticed he was struggling to swim! Why could this be?? He's unable to get himself off the ground. My substrate is too large for him to eat.
EDIT: he also isn't eating and does this Gill flicky thing
