Chlorine and chloramine in Spring and Fall

From a discussion with a aquarium pet store owner, who I am close to for years, he suggested me to be extra careful with chlorine and chloramine in tap water during Spring and Fall. He said that he has increased number of customers coming back during Fall and Spring to report death fishes. And he found out that the increased level of chlorine and chloramine in tap water was the cause of the casualty. He suggested me to add extra water conditioner to remove chlorine and chloramine during the two seasons, especially Spring.

Perhaps this is regionally based, however, I just think that this might be good information for all of us. So that you can be more aware of the level of chlorine and chloramine in our water as it changes over seasons.
