Anyone have any suggestions for getting water spots off of plastic cages that won't kill Sparky or his fishes?

You can try soaking or rubbing with vinegar. It is safe (assuming the animals are out of the tank at the time), but questionably effective. You can scrape with a straight edge razor blade, but you risk creating scratches that may be as bad as the water spots.
