Whenever I get plants for my axolotl tank, they just wither away, and I'm thinking maybe I'm buying the wrong plants? I have a shallow sand substrate right now, and a basic fluorescent light which isn't always on. Any ideas for low-light cold water plants that could survive in my axie tank?

Often times pet stores will sell terrestrial/houseplants as aquatic ones, so that may be why your plants are dying. Another possibility could be the light and nutrient requirements for the plants. Many plants require higher light and CO2 levels, and would not fare well if placed in a lower light tank.
That being said, I would recommend using some elodea. It will grow in extremely low light, and thrives in low temperatures. Java moss also works just as well, but it can look messy if it isn't tied down.
