Damaged gills?

Hi everyone,

I rescued an axolotl who was not kept in the best of conditions in his previous home (Previous owners large tank had broke and the two axies ended up having to share a much too small tank while they waited to be rehomed. Cue the other tank mate beating up my axie).
While he's been doing really good here, his gills are not the best looking and I was hoping someone could point out maybe why they look this way or how I can help them grow healthier :happy:

He's currently kept in a 20 gallon by himself which I plan to eventually upgrade, and fed on bloodworms until I can find a reliable source of feeder safe earthworms. Tank parameters are a P.h. of 7.6, 0ppm ammonia, 0ppm nitrite, and 20ppm nitrate. Tank temperature is about 66 F due to the heat wave, it's usually a tad lower.

Everything sounds perfect for him to heal up. How long have you had him for? They should grow back for the most part, but also some axolotls are genetically predisposed to smaller gills :)
