Damaged gills

I have a 6 month old axie and I always have trouble making sure he has full heathy gills. The water is a good temp and clean. His gills always seem to look a bit stubby. What should I do?

It could just be a genetic thing. Have they changed at all over time? Can you add some pictures?

I dont think it could be genetic because at times they look better and then they get worse.

They have always been a bit short though.
