I always use daphnia as they come in life cycle stages from tiny to quite big plus I can feed them yeast and/or algae suspension so they can be gut loaded too. For me though, a major decider is they are fresh water. Brine shrimps are salty water creatures and you'd need to rinse them in fresh water before feeding unless you want to mess with the salt levels or your aquaria. I don't think brine shrimp would appreciate being rinsed in fresh water.
I bought some daphnia to try out, but found that they were quite picky (especially in smaller containers). If you have a large tub of green water outside they should do just fine, but in smaller tubs, the temperature fluctuation or water that hasn't been dechlorinated enough can kill them pretty quickly. I'd rather stick with bbs, but it's definitely just based on preference.
