I've always loved 3D backgrounds but I never seem to find the time and supplies to customize one. To speed up the process I was wondering if I could simply silicone some ledger stones to the back of the tank. What do you think?

That sounds like a great idea! make sure you get some really strong silicone/aquarium sealant, as those look pretty heavy and you don't want them falling on anyone 
also make sure you give your "glue" the appropriate time to cure while dry and time to cure in water.
