I don't think that dude from the RSPCA has half a clue! How could ANYONE think that poor little guy was in an acceptable state? Send him the letter from the vet. Have you had any luck with local press?

I agree- You have been an axolotl's hero in this case, Bianca! And it is cases like this that make me HATE humanity! Fingers crossed the further information will kick the RSPCA up the proverbial and save that little guy from his suffering...
