Question: Floating and Temperature Concerns

So I have a couple concerns here. I have a 60g tank with one axie, and very little is going right this summer.

Firstly: The temperature is way too high in the tank. I've been trying to get it cool, mainly circulating the filter water through a cooler of ice, packing foam board (didn't have styrofoam) on the outside, ice bottles, and putting a fan on... Just started with all these combined today.
However, the temp has stayed at least 10* F above what is should be through all of this.

Secondly: My axie hasn't pooped or eaten for a few weeks. I tried fridging her for a couple weeks, and that seemed to help, but when I moved her back to the big tank she stopped pooping again.

Thirdly: Floating. This is very new, just started today. Usually she has no problem staying on the bottom, but today, if she swims to the bottom as soon as she stops moving she floats right back to the top.
Is this related to the temperature? Or constipation? Or both??

I'm thinking of fridging her until I can get the temp, floating, and constipation under control. Is this a good idea? And what else can I do to get the temperature down?
 
If you can't get the temperature down to a safe level it probably would be best to fridge him. Be aware though he will be unlikely to eat whilst in the fridge.
