Fungus question

Hello---after doing some research on this site, I have determined that Forrest has fungus. I will be giving him a salt bath and having him live in the fridge for a few days.

My question is---I don't see any fungus on Bubba---should I treat him for fungus too? Do I need to do a complete water change in the tank, or is a partial ok?

What colour is Bubba? If he is dark, I would just keep an eye on him in the tank...if he is albino, I would treat him the same as the other as it is harder to see. I think a partial is the way to go, a complete water change would need to be cycled again....
Any ideas on what caused the fungus? Water flow? Temp fluctuations? Any other stress?
